Francisco Chicas is FLA’s Program Manager for Latin America. Since 2022, he has supported the implementation of FLA’s agriculture program in the Americas, including managing ongoing evaluations of agriculture member companies, arranging and performing field assessments, evaluating and supporting accreditation and FLA assessor training, and ensuring the quality of assessment reports. Currently, Chicas is managing a series of human rights impact assessments for FLA Member Company L’Oréal in diverse value chains in the Americas. He previously worked at FLA from 2012-2017 as an SCI lead assessor and as regional manager for Latin America.

Chicas is a Salvadoran lawyer specializing in human and labor rights. He has sixteen years of experience carrying out investigations of labor issues and social compliance assessments in the apparel industry and agriculture sector in the Americas, with expertise in the Inter-American Human Rights Protection mechanisms. Previously, Chicas worked as an independent consultant and a labor and working conditions consultant for the International Finance Corporation (IFC) of the World Bank Group (WBG). Throughout his career, Chicas has actively engaged with industry stakeholders across Latin America, including unions and human and labor rights civil society organizations. He is based in Brazil and is a native speaker of Spanish, with fluency in English and Portuguese.
